Opt-In to NCED Connect (formerly Home Base)
Districts and charter schools can opt-in and take advantage of the full suite of Home Base applications and its many features for the 2024-25 school year starting May 30, 2025! The cost to districts and charters will be - $1.25/Allotted ADM.
The deadline for opting in is July 15, 2025.

Other Home Base Convenience Contracts
Other Home Base Products available through convenience contracts are Canvas, Learning.com, PRoPL (formerly Transcend), and Navvy. Please use the tabs above to learn more about each of the products.
All price quotes are good for the 2025-26 school year. Prices are based on state-appropriated funding and are subject to change in subsequent years. If you are interested in learning more, please contact Home Base.
Canvas is a learning management system that provides a robust, flexible platform for curriculum content and digital tool integration.
Canvas Studio is a video engagement add-on for Canvas LMS that allows for video creation, management, and analytics. It is available for an additional $1.02 per user with a startup fee for new users.

Learning.com is a tool designed to encourage student growth in computational thinking, digital citizenship and online safety, visual mapping, databases, and computer fundamentals. Learning.com is available to Tier 1 and Tier 2 schools at no cost. (Learning.com is available to Tier 3 schools via convenience contract)

PRoPL (formerly Transcend), the Pearson Review of Progress & Learning, is a series of three standards-based interim tests designed to measure student growth during the school year. The interim tests are intended to be completed in about 30 minutes and provide immediate educator feedback on areas of student strengths and opportunities for learning towards meeting end of year goals. Scale scores are provided for each content area and reporting category, as well as Lexiles and Quantiles. Standards-based item-level reporting provides educators with student response, standard, and item difficulty data to inform focused support.
PRoPL is made available to grades 3 – 8 at an additional cost of $5 per ADM.

Frequently Asked Questions
The cost to PSUs and charters has increased - $1.25/ADM which gives you access to Schoolnet and NCEES' Local PD.
The following resources are available to PSUs that Opt-In to Home Base:

- Note: Local PD Offices are only made available to PSUs when opting into Home Base at $1.25/ADM

Only district finance officers and charter school principals should request access through the online opt-in tool for their district/school. Access is requested through the Home Base Opt-in tool using your NCEdCloud credentials.
All responses must be submitted by July 15, 2025.
The running list of districts and charters that have signed up can be accessed by clicking on the button above. This list will be updated regularly during the sign-up period (ending July 15).
Once you have signed up, an invoice will be automatically generated and emailed to the finance officer for districts and principals for charters. Checks should be made payable to the North Carolina Department of Public Instruction TIN# 561492826. Please add “Home Base 2025-2026” in the memo line and mail the invoice and check to:

Payment is due August 31, 2025, or two weeks after receiving initial allotments, whichever is later. Payments do not need to be made prior to the start of the next fiscal year (July 1, 2025).

The contract for content uses the allotted ADM figure (not the projected ADM) as a basis for its costs since it is a stable number known well in advance. Your cost for the next school year will still be the allotted ADM figure even if there are more or fewer actual users of the system.
