The Charter School ADM (Average Daily Membership) Projection System

CSADM Overview Webinar - January 30, 2025

CSADM is an online system designed to assist each charter, regional or lab school with improving the accuracy of key components in the budgeting process. In prior years, this online system was comprised of three phases, each phase has a specific collection period established by the Department of Public Instruction. Effective January 2025, only Phase I is required.

Only electronic submissions received from Directors, Board Chairs, or head administrators identified in EDDIE are accepted. Questions and modifications should be emailed to Student Accounting, SchoolFinancialReporting@dpi.nc.gov.

Phases

  • Phase 0, Material Increase in ADM or Grade Expansion
    • For the 2025-26 projection data collections, there is no Phase 0 to request material changes to a charter.
    • Please contact the Office of Charter Schools directly if you would like to make a material change to your school's charter.
  • Phase I, Initial Submission for the ADM Projection: January 30, 2025 - February 5, 2025
    • Submissions are required of all Charter, Regional and UNC Lab Schools with current school year enrollment.
  • Phase II, Final Verification: Initial ADM
    • For the 2025-26 projection data collections, there is no Phase II.
