ECATS Power User
Starting April 21, 2025, OEC will launch a new course and process for obtaining the LEA Admin 4, LEA Admin 4 - All Programs, LEA Admin 4 - BTA, and LEA Admin 4 - All Programs - BTA roles in ECATS. Collectively, anyone holding one of these roles will be considered an "ECATS Power User" and will be subject to this new process. A brief timeline of what and when critical changes will take place are listed under the Timeline heading below.
Timeline:
- [April 21, 2025] Launch one training module titled “ECATS Power User: Mastering Data Management” to replace the previously required “EC Process and ECATS Course” required for new ECATS Power Users post-implementation of ECATS.
- [Spring 2025- Fall 2026] Existing Power User must complete the course “ECATS Power User: Mastering Data Management” within a one-year timeline.
- [April 21, 2025] A new process to request “ECATS Power User” permission from the OEC to include the successful completion of the new “ECATS Power User: Mastering Data Management" course goes into effect.
- [June 26, 2026] Verification of ECATS Power Users as appropriately permissioned and trained prior to initiating a statewide clean up of inactive or unauthorized users will be performed.
- [June 30, 2026] Deletion of inactive or unauthorized ECATS Power Users.
Who are ECATS Power Users?
ECATS Power Users are PSU-wide administrators who actively manage users or students in ECATS. To maintain the integrity of data and adhere to FERPA standards, this role should only be assigned to those individuals serving in this capacity. The following requirements listed below must be met before access can be obtained.
Requirements:
- The PSU requestor has demonstrated mastery of the ECATS Power User role by completing and receiving certification in the ECATS Power User: Mastering Data Management Course (#28939 East, #28940 West) located in NCEES.
- The requestor has a staff UID and annual salary code within the Staff UID System that begins with an object code acceptable by ECATS. Acceptable codes can be found in the ECATS and State Staff UID document.
- The requestor has completed the ECATS Power User Access form with the approval signature of the PSU’s EC Director or higher PSU authority to receive this role.
- The requestor has emailed the form with the EC Administrator cc’d to NCDPI: ecats.poweruser@dpi.nc.gov.
